The website, which was redesigned in 2019, is a flagship of the city administration and an important building block in Bonn's transformation into a smart city. The fully responsive website is appealing, clear and modern on all devices and has even fewer barriers than before. At the heart of the website is a prominent search function, from which the several thousand pages of content can be easily accessed.
"Bonn listens!" The podcast of the city administration
The podcast offers news and background information from the City of Bonn. In future, this series will address various, rather timeless topics relating to the council and administration.
It is currently available on the YouTube channel (opens in a new tab), the city's website www.bonn.de/podcasts (opens in a new tab) and on Spotify. Publication on other podcast platforms will follow.
The service portal for online services
The federal, state and local authorities are obliged to offer selected services digitally in a service portal by the end of 2022. The basis for this is the Online Access Act - OZG for short. The service portal complements the municipal website www.bonn.de (opens in a new tab) and serves as a platform for implementing the law and is intended to make services accessible to citizens completely online and without media discontinuity. The platform is currently still being expanded. The online services will be successively published in the service portal.
The special electronic mailbox for public authorities (beBPo)
Since February 5, 2021, the City of Bonn has been connected to the special electronic mailbox for public authorities, beBPo for short. Following the introductory phase, the City of Bonn now meets the requirements for securely communicating with courts, lawyers and notaries in electronic legal transactions just one year before the legal obligation to introduce it. In addition, it is also possible to communicate securely with other local authorities via beBPo.
Kita-Net
The City of Bonn is offering an all-round improved service to all parents who are looking for a place for their child in a daycare center in Bonn. The portal links the city administration, kindergartens, daycare providers and families on a common database. All Kita can work with waiting lists that take multiple registrations into account. This means that the city administration, providers and daycare providers know better than before how many childcare places are actually needed.
BONNEUM digital
In close cooperation with the Cologne district government and other national and international partners, the Bonn-Zentrum education authority has developed the innovative BONNEUM digital center for digital learning and the training and further education of educators. BONNEUM digital is the City of Bonn's flagship project in the field of digital education. The city of Bonn has set up "digital research workshops" at two locations in Bonn - in the media center on Riesstraße and in the mathematics center on Limperich Straße in Beuel. The municipal building management has set up two training rooms, a PC room and an office room on Riesstrasse. A completely new data infrastructure was installed according to the latest standards with maximum variability in terms of the various possible uses of the rooms. A flexible PC and training room, also with a new data infrastructure, was set up as a branch office on Limperich Strasse. One location focused on the needs of children of Kindergarten and primary school age and one location for older secondary school pupils.
Based on these two centers, local educational networks, so-called "satellites", have come together at eight decentralized locations in the Bonn area, each consisting of a Kita, a primary school and a secondary school, to further develop research-based learning and digital education on site. Other project and cooperation partners include the Alice Salomon University of Applied Sciences in Berlin, the University of St. Gallen, the University of Bonn, the Center for Practical Teacher Training, the Competence Team and the Telekom Foundation.
Technical infrastructure at all Bonn schools
The city of Bonn is currently working at full speed on the sustainable technical infrastructure at schools, which specifically means the expansion of the fiber optic and broadband network, structured cabling, WLAN and the provision of digital end devices. A total of around EUR 40 million is available for this. "There is currently a particularly strong call for digital devices for schools, which we will address in the near future. But we also urgently need the first three project modules - broadband connection, structured cabling and Wi-Fi - so that digital devices can be used to their full potential in every room used for educational purposes in the long term," said Sridharan. The aim is to have the technical infrastructure in place by the end of 2022.
A lot has already been achieved - by the end of 2020, all secondary schools and some elementary school will be connected to the fiber optic network (43 schools in total), five locations are structurally wired and work is currently underway at seven more. Technical preparations for nationwide Wi-Fi are underway at 36 locations, and the installation of stationary Wi-Fi access points has been underway since mid-2020. Until these are ready, mobile access points can be used temporarily at 56 primary and special schools.
8,000 more iPads for Bonn schools
Some of the mobile devices in schools are also available or about to be handed over. In the fall of 2019, the education authority issued around 1,000 iPads to all primary and special schools in Bonn. With the help of the "Corona-Sofortprogramm des Landes NRW", more than 8,000 iPads were gradually issued to schools at the end of 2020.
Online Access Act - Online forms
The focus is on converting the previous PDF-only forms into complete online forms. The aim is to optimize the application options for mobile devices (e.g. tablets). The conversion of online forms and expansion of new online services is ongoing. As of May 2020, 267 internal and external forms and services have been fully implemented online.
A further 70 online forms are currently being prepared and coordinated with the specialist departments. In particular, application forms with high demand (more than 6,000 page clicks per year) have been prioritized for implementation. These include, for example, parental power of attorney, vehicle/power of attorney for submission to the registration authority, power of attorney to collect an ID card, declaration of commitment, re-registration in accordance with the Registration Act and the application for a resident parking permit.
WLAN in municipal buildings
Since the beginning of January 2019, citizens have been able to surf for longer free of charge in municipal buildings. Bonn city council has extended the period of use for the city's WiFi network beyond the previous three hours. It will also operate the Wi-Fi hotspots in municipal buildings itself in future and will continue to expand the service. The municipal WiFi service is free of charge and can be used directly and openly by selecting the "Bonn.Nett" WiFi hotspot.
Digital guides and digital promoters
In its digital administration strategy, the City of Bonn has set itself the goal of promoting digitalization in the departments through digital pilots. The digital pilots are ambassadors for the use of digital tools and use collaborative tools to ensure that they have a beneficial effect in the departments and are used appropriately. In addition to training, they are aware of the needs of their own department and recognize when adjustments need to be made. They report these as part of the existing processes.
A total of 29 colleagues act as digital pilots at departmental level. The digital pilots are each supported at departmental level by a digital promoter, who also advises on individual projects and finds joint solutions for cross-departmental projects.
Online application management
Since the beginning of 2018, the city administration has been using an online platform for applications for all job advertisements in the city administration. With the help of this web application, job advertisements can be prepared and published internally in digital communication between specialist departments and central HR administration and applications can be submitted completely online. The entire formal application process, with the exception of personnel selection interviews, is thus very successfully processed digitally without media discontinuity.
Online career portal
The city of Bonn launched its new recruitment campaign in September 2018. Under the title "Bonn macht Karriere", the administration is using surprising and humorous motifs to arouse the curiosity and interest of potential employees. The campaign is a building block in countering the shortage of skilled workers and strengthening the employer brand.
E-invoice workflow Vendor Invoice Management
VIM (Vendor Invoice Management) was successfully launched on February 1, 2021 with a rollout to the entire administration of e-invoice workflows.
As sub-central contracting authorities, local authorities in Germany are obliged to be able to receive and process electronic invoices (e-invoices) in accordance with Section 11 (2) of the E-Invoicing Ordinance. This is based on EU Directive 2014/55/EU of the European Parliament and of the Council on electronic invoicing for public contracts and the associated laws and regulations.
In order to meet this obligation for the City of Bonn, it is necessary to switch to an end-to-end electronic processing process for vendor invoices that does not affect revenue accounting (SAP-PSCD) or the preliminary procedures of the specialist departments. The processing of all incoming invoices on the output side (regardless of their form of receipt) will then no longer be carried out using paper documents/requests. In the SAP accounting software, invoices will in future be sent via workflow to the responsible employees/decentralized administrators in all departments for checking, approval, credit account assignment and instruction, where they will be processed digitally.
In future, all processing, including the factual/accounting (determination note) and the recognized/authorizing signature (authority to issue instructions), will be carried out exclusively electronically. This means that signatures can be made at the click of a mouse, e.g. from the home office, thus enabling fully digital processing. Invoices/credit notes, which are still received in paper form or as PDF files by e-mail, will also be integrated into the electronic invoice processing procedure. For this purpose, a central invoice receipt and scanning point has been set up in the cash and tax office. The audit-proof filing of digitized documents is carried out by replacement scanning with the Doxis application from SER.
Ticket system for municipal events
In March 2018, a new IT application was introduced in the business development department, the district administrative offices and the Representation department, which allows invitations to municipal events to be issued completely online and processed digitally.
Interactive household
The interactive budget visualizes profit and investment planning in a clear, transparent form. Charts, tables and diagrams provide an insight into the income and expenditure situation. In addition to the 17 product areas, the individual product groups are also shown. The expenses and income for the planning years 2019 to 2023 as well as the results for 2016 and 2017 and the budget for the 2018 financial year can be viewed and evaluated in detail by navigating on the left-hand editing bar.
Giro code
The City of Bonn's Cash and Tax Office has developed a QR code together with the city's IT department, which is now displayed on the city's reminder letters and on reminders from the municipal building management and bonnorange. The giro code is intended to simplify payment for citizens.
The giro code makes it possible to read out the data required for a bank transfer, such as bank details, individual reference number and payment slip number, via a banking app. To be able to pay a reminder in this way, the consumer's bank must have a banking app with a QR code reading function. This then enables the amount to be transferred conveniently by scanning the code with a smartphone.
Bonn fire department relies on support from the air
Since the beginning of 2020, Bonn fire department firefighters have been trained in the use of drones. Two Yuneec H520 hexacopters have been purchased and will primarily be used for rescue operations on the Rhine and for reconnaissance in the wider city area. After the training phase, the drones will be used on the water rescue equipment vehicle at the fire station in Beuel and by the Holtorf firefighting unit of the volunteer fire department.
Bonn health authority uses "Sormas-eXchange"
Since March 1, 2021, the health department of the city of Bonn has been using the "Sormas-eXchange" software operated by the Federal Information Technology Center ITZBund for contact tracing. The program is intended to enable all German health authorities to exchange data with each other during the coronavirus pandemic.
Since no suitable software was available nationwide at the beginning of the corona crisis or could be made available to the municipalities by the federal states and the federal government, the city of Bonn independently designed, programmed, tested and put the "Covdi" (CovidDigital) program into operation within six weeks. The creation of quarantine notices or the automated ordering of swabs at the click of a mouse enabled Bonn's health department to act quickly and effectively during the pandemic. Over the course of 2020, "CovDi" was adapted to the additional needs of the employees at the public health department. A total of 79050 cases had been processed digitally with the "Covdi" program by the changeover. "Sormas" (Surveillance, Outbreak Response Management and Analysis System) was not initially available to local authorities as an application at the start of the coronavirus pandemic; it was only rolled out nationwide in the course of 2020. The function that allows the health authorities in the municipalities to exchange information with each other via "Sormas" is a new further development called "Sormas-eXchange", which will only be available from the beginning of 2021 and initially only to individual pilot municipalities.
The health authorities, which did not yet have any digital processing options, were identified as pilot municipalities. "Sormas" was adapted and further developed by the Helmholtz Centre for Infection Research (HZI) specifically for the needs of the public health service in Germany in order to enable effective supra-regional contact person management during the SARS-CoV-2 pandemic. Thanks to funding from the federal and state governments, the software is being made available to local authorities free of charge.
With the federal-state resolution of January 19, 2021 on the corona measures, the states were requested to ensure that "Sormas" is installed in all health authorities by the end of February 2021. The city of Bonn has already anticipated these requirements by initiating the procurement of the software and planning training courses for employees at the public health department. From January 27, 2021, the software was implemented at the City of Bonn and tested with a pilot team. An individual training program was developed for employees at the public health department to enable a smooth transition from "Covdi" to "Sormas-eXchange". All employees have taken part in online training courses from the Academy of Public Health and are supported by a team of specially trained employees who will provide ongoing assistance.
On June 10, 2021, the digital interface between the DEMIS, SORMAS and SurvNet applications for reporting and processing coronavirus cases was introduced at the public health department. This will eliminate a large part of the time-consuming manual entry of case data in future.
Online reporting portal developed for facility-based mandatory vaccination
During the corona pandemic, the City of Bonn has developed and set up a reporting portal for the facility-based vaccination obligation.
As part of the facility-related vaccination obligation under Section 20a of the Infection Protection Act (IFSG), since Wednesday, March 16, 2022, the institutions and companies named therein must report to the public health department persons working in these institutions who have not provided sufficient proof of vaccination or recovery status or do not have a medical certificate stating that they may not be vaccinated for medical reasons.
