The city of Bonn is one of the leading cities in Germany when it comes to digitalization and has already implemented a comprehensive range of online forms with and without electronic signatures. A service portal provides citizens with digital access to contact the city administration and submit applications online.
With the service portal https://service.bonn.de (opens in a new tab), which is still under construction, Bonn is one of the first municipalities in Germany to lay the foundation for conveniently offering online services completely digitally in the future.
Six services are currently available on the portal: Deregistration according to the Registration Act, re-registration for individuals and families, resident parking permit, house information, certificate of eligibility for examination and driving license - index card copy.
Not only can the respective service be applied for online, the portal also enables direct and secure digital communication between citizens and administrative staff. This can be used, for example, to provide information about missing documents. If a new message arrives in the user's inbox, they are informed by email. The current processing status of the request can also be viewed at any time via this inbox function.
Users can also use a feedback form to send the city their wishes, suggestions and comments about the portal directly. This feedback will be taken into account in the further development of the portal.
Portal to be successively expanded
The range of services in the service portal will be gradually expanded. According to the Online Access Act, local authorities are obliged to offer administrative services online in a portal by 2023. In NRW, Aachen, Wuppertal and Düsseldorf, for example, are already accepting applications via service portals in addition to Bonn.
The city of Bonn currently offers a total of 150 online services, which are gradually being integrated into the service portal. The main implementation effort is that, in addition to the pure presentation of an online service, processes within the administration must also be further developed organizationally so that they run completely digitally.
