Opening the city's open data portal to private individuals, companies and NGOs from Bonn. If public administration data sets are opened up, why not also make the associated open data portal publicly available? 2. open data technology and services
2.1 Data catalog DKAN for Open Government Data - The portal technology behind OpenData.Bonn.de
As part of the Rhineland test area, the Open Data Portal was implemented in inter-municipal cooperation. As hosting partner, the City of Cologne provides the Open Data Portal based on DKAN. DKAN is an open source application and is based on Drupal.
2.2 Open Government Data Monitoring - A data cockpit for an overview of data topics from planning to implementation
The KDZ - Center for Public Administration Research, Vienna, has developed the basis of a semantic wiki with the collection, presentation and evaluation of a data catalog on an open source basis. Such a function is not sufficiently supported by existing solutions for OGD portals, but is particularly necessary for the preparatory coordination of specialist areas within the administration, political consultations and data management in regular operations.
The OGD Cockpit is based on the open source solution Semantic MediaWiki, an extension of the wiki software MediaWiki, which uses semantic web technologies to add database functions to wikis.
The prototype of the "OGD Cockpit" was presented for the first time on May 16, 2013 at the OGD D-A-CH-LI conference in Berlin by Bernhard Krabina (KDZ). In May 2014, Bonn became the first European city to put the trial project into regular operation.
2.3 Electronic awarding - cooperation on the topic of e-awarding on the NRW state awarding platform
Based on the so-called TIS interface of the NRW procurement marketplace, which is already used by many municipalities and users of the procurement marketplaces to display the notices of the procurement office on their own homepage for the economic operators, an overview list with JSON API was realized in a first implementation step. The planned and awarded municipal contract awards are displayed. Further information on the respective award procedures is also available at www.evergabe.nrw.de. An expansion of the content of the JSON API is currently being examined. Access to www.evergabe.nrw.de was released for Bonn with the kind support of D-NRW and Cosinex.
